Charolett Biggs Martin is a fourth-generation AME trailblazer whose life and leadership embody the campaign theme: Anointed to Serve, Empowered to Lead. Currently serving as First Vice President of the Connectional Women’s Missionary Society of the AME Church, Charolett brings decades of transformative leadership, rooted in faith and fueled by purpose.

She resides in the 12th Episcopal District under the spiritual guidance of Bishop Silvester S. Beaman and Supervisor Renée Beaman. Her journey began in rural Arkansas at Clayborn Chapel A.M.E., southwest of Arkadelphia, where she first answered the call to serve. From those humble beginnings, Charolett has faithfully led at every level of the church—Local, Conference, Episcopal—and now Connectional.

A Legacy of Innovation in the 12th Episcopal District
As Episcopal District WMS President, Charolett launched enduring programs that reflect both her servant’s heart and visionary leadership:

Angel Tree – An annual initiative providing Christmas gifts and introducing Christ to children with incarcerated parents.

Episcopal Breakfast & Silent Auction – A mid-year fundraising event dedicated to supporting scholarships.

Le Tour de Twelfth – A district-wide fun walk/run to increase scholarship funds.

Hall of Fame Celebration – A luncheon and evening program honoring women with 25 years of continuous and meritorious service to the WMS.
Each initiative reflects Charolett’s belief that service is sacred—and leadership must be legacy-minded.

A Distinguished Career in Public Service
Charolett’s professional life reflects her unwavering commitment to excellence and equity. She served at the executive level of Arkansas state government, appointed by elected constitutional officers:

Deputy Director, Business & Commercial Services – Arkansas Secretary of State Oversaw a 30-member team, generating $26M annually, and pioneered Arkansas’s first online franchise tax and business entity systems.

Director of Warrants Division – Arkansas State Auditor Managed daily disbursements of $15M–$200M, ensuring fiscal integrity across all state agencies.
Her leadership earned numerous awards and commendations for innovation, accountability, and strategic vision—evidence of a woman empowered to lead with integrity.

Faith, Family & Formation
Charolett is married to Presiding Elder Randolph W. Martin, Sr. (Retired). Together, they share a blended family of four adult children and six grandchildren. Her favorite scripture, Micah 6:8, guides her daily walk:
“He hath shewed thee, O man, what is good; and what doth the Lord require of thee, but to do justly, and to love mercy, and walk humbly with thy God.”
She is a proud graduate of Henderson State University (B.A. in Journalism, minor in Psychology), with additional study at the University of Wisconsin. Charolett holds numerous business certifications and is a Golden Soror of Beta Pi Omega Chapter of Alpha Kappa Alpha Sorority, Inc.
